LACERS 1099-R Forms
LACERS is in the process of mailing 1099-R tax documents to retirees and beneficiaries for the 2021 tax year and will complete this process by February 1st. Please note that 1099-Rs are only sent to the address on file with LACERS. Therefore, if you have recently moved or changed your address, update it with LACERS as soon as possible by submitting a ‘Change of Address’ form that is accessible at LACERS.org/forms.

BRAIN HEALTH CLASS
Alzheimer’s Los Angeles (ALZLA) will be hosting monthly Brain Health classes via Zoom. When and How to Cancel the Family Death Benefit Plan (FDBP)
As LACERS Members near retirement, one voluntary program they should consider cancelling is the Family Death Benefit Plan (FDBP). Often times, employees elect to participate in the FDBP plan early in their City career due to having a young family, dependent parent and/or not qualifying for other survivorship benefits due to an insufficient amount of service credit. As Members move further along in their career, these criteria may not exist and cancelling the FDBP should be considered.

If your holiday season feels stressful, try a random act of kindness such as leaving a kind note for a neighbor or a snack for your mail person. Other ideas include calling a family member or making concrete plans with someone you haven’t seen in a while.

MEDICARE PART B DEDUCTIBLE FOR 2022
For 2022, the Medicare Part B annual deductible will be $233.00 for Members and dependents enrolled in the LACERS Anthem Blue Cross PPO plan (with only Medicare Part B). This deductible is the amount of money you have to pay before your insurance starts covering the costs for your healthcare expenses.
WHAT COUNTS TOWARDS THE MEDICARE PART B DEDUCTIBLE?

Open Enrollment Comes to a Close: LACERS’ Open Enrollment period ended on November 15, and health and dental plan changes can no longer be made for the 2022 calendar year. Plan changes will take effect on January 1, 2022. Unless you have a qualifying event, the next opportunity to make changes to your LACERS health plan will be next year during the Open Enrollment period for 2023.
For more information about qualifying events, review your 2022 Health Benefits Guide (page 5) here, contact LACERS at (800) 779-8328 / RTT (888) 349-3996, or email lacers.health@lacers.org. Your 2022 plan premiums will be reflected beginning with your December 31, 2021, monthly allowance statement.

Applying for Retirement Online
Submit Your Application 60 days Before Your Retirement Date
Members are encouraged to submit their retirement application 60 days before their retirement date when using LACERS’ new Retirement Application Portal (RAP). The RAP is a great asset to LACERS Members that helps to streamline the retirement process. While the filing period is within 30 to 60 days of your retirement date, starting your application early and submitting it on the first day you can at the 60-day-prior mark, will allow for a couple benefits.
Coming soon: Enhanced Email Security
Protecting your personal information is as important to LACERS as it is to you. With this in mind, on November 1, 2021, LACERS will launch a new email communication platform that provides added safeguards when corresponding with our Members. The new platform meets industry standards for protecting personal identifiable information content by encrypting email attachments you receive from LACERS. Members who receive email attachments with confidential information will receive them in a two-step process.

World Elder Abuse Awareness Day (WEAAD) was launched on June 15,
2006 by the International Network for the Prevention of Elder
Abuse and the World Health Organization at the United
Nations.
The purpose of WEAAD is to provide an opportunity for communities
around the world to promote a better understanding of abuse and
neglect of older persons by raising awareness of the cultural,
social, economic and demographic processes affecting elder abuse
and neglect.

LA for ALL is a creative-led campaign to stand against hate and stand for the values of diversity, belonging and inclusion. The campaign, designed by LA artists, meets at the intersection of art, advocacy, and community to share hate crime and hate incident information.

Each year the LACERS Board of Administration determines a Cost of Living Adjustment (COLA) for eligible LACERS Retired Members and Beneficiaries. The COLA is a reflection of the Consumer Price Index (CPI) for the Los Angeles Area, which has been determined to be 1.6% for 2021.
The maximum COLA is set by the City of Los Angeles Administrative Code at 3.0% for Tier 1 and Tier 1 Enhanced Members, and is set at 2.0% for Tier 3 Members.

LACERS Response to City Council Motion on Healthcare Costs
On March 3, 2021, the Los Angeles City Council approved Council Motion 20-1606 to have the City Administrative Officer, in consultation with LACERS, Los Angeles Fire and Police Pensions, and the City’s Personnel Department, along with labor, report to the Executive Employee Relations Committee and appropriate City Council Committees, viable options to reduce health care costs, yet still offer affordable high-quality healthcare.

The Los Angeles City Employees’ Retirement System (LACERS) undergoes regular review by its actuary. This year’s review has been completed and all pertinent tables have been updated and will take effect on July 1, 2021. All Active Members considering retiring prior to June 30, should create an estimate in their MyLACERS account or request one via our main office line to determine what impact, if any, the table updates may have on their retirement allowance.

Annual Notice of Right to Elect or Revoke Federal Income Tax Withholding
You have the right to change your Federal income tax withholding. For 2021, if you receive less than an amount of $25,200 in taxable LACERS benefit payments, you are not required to elect Federal income tax withholding. However, keep in mind that the potential of up to 3% Annual Cost of Living Adjustment (COLA) in July 2021 may increase your income beyond the annual limit.

LACERS Open Enrollment Period Continues
LACERS Open Enrollment started on October 15, 2020 and will run until March 31, 2021. This year’s Open Enrollment period was extended to allow staff more time to process your requests while handling the increased workload associated with the City’s retirement incentive program. As mentioned in previous communications, LACERS will have up to three months to process your request and keep in mind that you cannot make another change for at least one year from your change’s effective date unless you have a qualifying event.

Due to different City-sponsored programs competing for LACERS health staff’s availability, the typical Open Enrollment period will be extended to allow Members and staff more time to process health plan enrollments and changes.

Each year the LACERS Board of Administration determines a Cost of Living Adjustment (COLA) for eligible LACERS Retired Members and Beneficiaries. The COLA is a reflection of the Consumer Price Index (CPI) for the Los Angeles Area, which has been determined to be 3.1% for 2020.
Family Death Benefit Plan Rate Decrease
Attention Family Death Benefit Plan (FDBP) participants: the monthly rate for the FDBP will decrease from $3.00 per month to $2.40 per month, effective July 1, 2020. Not a participant of the FDBP program yet? Click here to find out more information about the program to see if it is right for you.
City of Los Angeles to Offer Rent Support
The City of Los Angeles’ Emergency Renter’s Assistance Program is providing $100 million in temporary rent subsidies for tenants unable to pay rent due to COVID-19.
In order to qualify for the program you must:
- Live in the City of L.A.
- Have proof of tenancy
- Meet income limits
- Be economically impacted by COVID-19

LACERS Well is Looking for Members to Help Other Members in Need
The Coronavirus pandemic requires social distancing, but it shouldn’t mean social disconnection. The Safer at Home order requiring us to separate ourselves from others physically, may place some of us with limited social contact, in complete isolation. We are concerned that there may be some LACERS Members in this situation who need assistance, but don’t know where to turn.
Are you available to reach out to other LACERS Members by phone to check in with them and, if needed, inform them about available resources and most importantly, to hear from a friendly voice to bring them comfort and reassurance? (Don’t worry…we’ll provide you with a script and set of resources.)

Retro Check Adjustments for Retirement Allowances
LACERS processed most of the retroactive check adjustments, for retirees who retired before negotiated pay increases were included in their final average compensation, in the June payroll. Parts of this process were interrupted by social disturbances in the downtown area. In addition, retirements with a Domestic Relations Order (DRO) require additional analysis and calculations; therefore, they are still being processed. We hope to have the remaining adjustments processed and reflected in the July payroll.

IMPORTANT INFORMATION FOR ANYONE CONSIDERING RETIRING THIS YEAR
The Los Angeles City Employees’ Retirement System (LACERS) undergoes review by its actuary annually. This year a change is being implemented to reflect the true cost of providing Cost of Living Adjustments (COLA) that your spouse/domestic partner, eligible for a Continuance (a member’s retirement allowance continued at 50% or greater for the spouse’s lifetime), receive upon your death. This may appropriately increase the cost to you of providing this optional benefit.

We have implemented a new two-step verification security feature to enhance the safety of your information in the MyLACERS member portal. This feature has been enabled and you will be asked to verify your account via your choice of a code sent via SMS text messaging or email. Group Retirement Counseling Sessions Suspended
Due to recent precautionary measures implemented by the Mayor and as recommended by various public health agencies, LACERS is suspending group retirement counseling sessions until further notice. Effective immediately all retirement applications will be processed by mail, fax or email. If you are scheduled at attend the March 18, 2020 session, you will be contacted soon with instructions for submitting your retirement application and required ancillary documentation.
LACERS Suspends In-Person Office Visits
Mayor Garcetti has ordered City departments and agencies to take additional steps that can help slow the spread of the novel coronavirus (COVID-19), strengthening the local response to the outbreak with measures that include new limits on public gatherings in City facilities.
For this reason, LACERS has suspended public access to our offices from external visitors at this time. Please know that assistance is still available via telephone and email during our normal business hours, 7:00 a.m. to 4:00 p.m., excluding holidays.

53.03% of the votes cast in her favor during the election that
was held on April 9, 2019. Annie Chao will be sworn in on
June 27, 2019 at the City Clerk’s Office for a five-year term
