SUBJECT : REQUEST FOR PROPOSAL FOR GENERAL PENSION FUND CONSULTANT

QUESTIONS & ANSWERS:

Dear Proposer:

The Los Angeles City Employees’ Retirement System (LACERS), a $9.4 billion fund, is seeking to acquire through a request for proposal (RFP) process, the services of a full service General Pension Fund Consultant on either a full-retainer basis or a project basis.

Respondents must have experience providing consulting services to institutional clients with portfolios of more than $5 billion. The selected consultant must be available for presentations to, and consultation with, the Board and staff on various investment-related issues. The Board may elect to hire multiple consultants if it determines that the best relationships can be established in this manner without significantly increasing the cost to the Fund.

Consideration will be given to proposals from emerging firms to ensure that women and minorities have an opportunity to participate.

The pension fund’s assets are managed externally by approximately 150 investment management firms and advisors under contract to the Board, and monitored by an in-house Investment Staff. In addition, LACERS uses a general pension fund consultant, a real estate consultant, and an alternative investment consultant for traditional and specialized investment, respectively.

The City of Los Angeles requires its contractors to adhere to the Standard Provisions for City Contracts and to comply with City policies. Additionally, respondents must comply with LACERS’ Marketing Cessation Policy and Third Party Marketing and Referrals Disclosure Policy. 

Proposals must be received by LACERS on Wednesday, January 27, 2010 - 5.00 PM Pacific Standard Time.

FACSIMILE COPIES OR ANY OTHER TRANSMISSION OF THE RFP RESPONSES NOT AUTHORIZED BY THIS RFP WILL NOT BE ACCEPTED.

Finalist candidates may be requested to submit additional copies of their proposal.
