Health Benefit Eligibility Change for Members with Part-Time Employment

IMPORTANT! Retired Members who had worked part-time that did not qualify for health benefits in the past may now be eligible.

As of February 21, 2016, Members who are at least age 55, had worked part-time, and have at least ten years of Service with the City of Los Angeles (worked for the City for at least ten years) now are eligible to receive medical and dental plan premium subsidies.  The new eligibility criteria for LACERS medical and dental plan premium subsidies are summarized below. 

LACERS Medical Plan Premium Subsidy
A Member’s subsidy amount depends on age and Medicare status:
Members who are under age 65, or age 65+ and enrolled in only Medicare Part B 
The 2018 maximum medical plan premium subsidy for this group is $1,790.80.  A Member who has at least ten years of Service is eligible to receive 40% of the maximum medical subsidy.  For each year of a Member’s earned Service Credit (based on actual hours worked for the City) above ten years, a Member is eligible to receive an additional 4% of the maximum medical subsidy.

Members who are age 65+ and enrolled in both Medicare Parts A and B 
The 2018 maximum medical plan premium subsidy for this group is equivalent to the single-party premium of the LACERS medical plan in which the Member is enrolled.  A Member who has at least ten years of Service is eligible to receive 75% of the maximum medical subsidy.  A Member who has 1 – 14 years of Service Credit is eligible to receive 75% of the maximum medical subsidy; a Member who has 15 – 19 years of Service Credit is eligible to receive 90% of the maximum medical subsidy; and a Member who has 20+ years of Service Credit is eligible to receive 100% of the maximum medical subsidy. 

LACERS Dental Plan Premium Subsidy
The 2018 maximum dental plan premium subsidy is $44.60 if enrolled in the Delta Dental PPO plan or $12.80 if enrolled in the DeltaCare USA HMO plan.  A Member who has at least ten years of Service is eligible to receive 40% of the maximum dental subsidy.  For each year of a Member’s earned Service Credit (based on actual hours worked for the City) above ten years, a Member is eligible to receive an additional 4% of the maximum dental subsidy.

If you are a retired Member who worked part-time and has at least ten years of Service, but was not eligible for LACERS health benefits when you retired, contact LACERS to see if you are now eligible for health benefits.

Due to these changes, some retired Members with part-time service now may be eligible for LACERS medical and dental subsidies, which may be used to offset the cost of enrolling in LACERS medical and dental plans.  If you believe you are one of these Members, please contact LACERS to confirm your Service and Service Credit, and your subsidy eligibility.
